How do I count five business days?

The rule does not define business days. Count back from the date the new price applies and leave margin, so the notice lands at least five business days before and not more than 30 calendar days before.

Is a change to the billing date a material change?

The rule does not define "material change". Subdivision (b) lists the cost, the frequency of charges and the cancel deadline among the material terms of an offer, so changing any of them is covered by that list.

Does this replace the annual renewal reminder?

No. The 15 to 45 day renewal reminder for plans of one year or longer (5-110.1(g)) and the 3 to 21 day free-trial reminder (5-110.1(i)) are separate duties.

What if I raise the price without notice?

It breaks 5-110.1(h); fines run $525 to $3,500 per violation (6 RCNY 6-47).

When did this start?

October 1, 2026.
