Digital download · Pay once, keep forever

Quick answer

Do your Connecticut customers get billed until they cancel? Since July 1, 2026 you must remind them once a year what they pay and how to stop, let them cancel with a clear online button, an email or a phone number, and handle cancel voicemails within one business day. Willful breaks can cost up to $5,000 per violation. Law: C.G.S. §42-158ff.

If you market subscriptions or memberships that renew automatically or keep billing until the customer cancels, Connecticut says you cannot charge without a clear yes, you must send a yearly reminder, and you cannot make people come in or mail a letter to cancel. If they signed up online, they must be able to cancel online.

You also need material-change disclosure before you change terms, free/promo mid-period notices when (b)(1)(F) applies, and a one-business-day clock for qualifying cancel voicemails.

This kit lays those duties out in plain words, with blank disclosure and notice templates, a cancel-request log, and the statute quoted word for word.

  • ✓Printable checklist with §42-158ff and CUTPA §§42-110b / 42-110g / 42-110o quoted word for word

Frequently asked questions

What did Connecticut change for automatic renewals effective July 1, 2026?

P.A. 25-44, S. 7 amended Conn. Gen. Stat. §42-158ff. Beginning July 1, 2026, covered businesses must send an annual renewal reminder (goods/services, cancel means, frequency and amount of charges), enable cancel via a prominently displayed link or button, a replyable email, and/or a retainable phone number clearly displayed on the website, process qualifying voicemail cancel requests within one business day, and not obstruct or delay cancel. Any violation is an unfair trade practice under §42-110b(a).

When did the Connecticut click-to-cancel updates take effect?

July 1, 2026. The CGA 2026 Supplement note to §42-158ff states that on and after July 1, 2026, the section as amended by section 7 of public act 25-44 applies. The annual reminder and telephone cancel option in (e)(2)(C) expressly begin on July 1, 2026. See also the CT AG release of July 16, 2026.

What penalties apply if a business violates Connecticut §42-158ff?

§42-158ff(f) states any violation constitutes an unfair trade practice under §42-110b(a) (CUTPA). CUTPA §42-110o(b) authorizes a willful civil penalty of not more than five thousand dollars for each violation. §42-110o(a) authorizes not more than twenty-five thousand dollars per violation of a TRO or injunction. Private litigants under §42-110g may seek actual damages, discretionary punitive damages, and costs and reasonable attorneys’ fees. §42-158ff itself does not state a fixed dollar fine. This kit does not decide whether a practice is a violation or willful.

Must Connecticut businesses offer online cancellation?

If the agreement is entered into online, §42-158ff(e)(1) requires online cancel without requiring offline action, using at least a prominently displayed direct link or button or a replyable email ((e)(2)(A)–(B)). Beginning July 1, 2026, (e)(2)(C) also lists a retainable telephone number clearly displayed on the website. Do not obstruct or delay cancel ((e)(4)).

What is the voicemail cancellation rule?

Under §42-158ff(e)(3)(A), if a consumer leaves a cancel voicemail on the cancel phone line, the business shall, not later than one business day after the voicemail, either process the request or return the call. If the voicemail includes sufficient information and the business cannot reach the consumer, it shall effectuate cancel not later than one business day after the voicemail.

Who is excluded from Connecticut §42-158ff consumer agreements?

The definition of consumer agreement in §42-158ff(a)(4) excludes certain PURA franchise/authorization services; PURA/FCC/FERC-regulated services; Insurance Department-regulated entities and affiliates; banks and credit unions (and subsidiaries) as defined in §36a-2; and global or national services largely or predominately consisting of audiovisual content. This page does not decide whether your business fits an exclusion.
