Do I need an import license to import from China to the US?

Last updated October 20, 2026 · Last verified October 20, 2026 against the official sources linked below · General information, not legal advice

Quick answer

No. U.S. Customs and Border Protection does not require an importer to have a license or permit. Some products still need a permit, license or certification from another federal agency. You also need an importer number on the entry, which is your IRS business number, your Social Security number, or a number CBP assigns on Form 5106.

Does CBP issue an import license?

No. CBP's guidance for new importers says it does not require an importer to have a license or permit. What CBP entry forms ask for is an importer number: your IRS business registration number, your Social Security number if your business is not registered with the IRS, or a CBP-assigned number requested on CBP Form 5106.

When do I need a permit from another agency?

It depends on the product. CBP says other federal agencies may require a permit, license or other certification for certain commodities, and CBP enforces those rules at the border on their behalf. Check the rules for your exact product and HTS code before you order, and ask your supplier for any test reports or certificates.

What else do I need for a first shipment?

A commercial invoice and packing list, a bill of lading or air waybill, the HTS classification, and a customs bond for formal entries. Ocean shipments also need an Importer Security Filing. You can file the entry yourself or use a licensed customs broker, but CBP says you, the importer of record, stay responsible either way.
