Last updated October 20, 2026 · Last verified October 20, 2026 against the official sources linked below · General information, not legal advice

Quick answer

Yes. Since August 25, 2026, anyone operating a self-storage facility in New York City needs a Self-Storage Facility license from the Department of Consumer and Worker Protection, with a separate license for each location, posted in the office. Operating without one carries a penalty of $750 per day for a first violation, rising to $1,000 per day (6 RCNY 6-90).

Which facilities need the license?

Any building or structure where consumers pay to store their personal property and can access the space to store and retrieve it. If staff store goods on the customer's behalf and customers cannot lock the space themselves, you need a Storage Warehouse license instead; facilities with both kinds of units need both licenses.

How do I apply?

Apply online through nyc.gov/BusinessToolbox, using DCWP's Self-Storage Facility license application checklist. Each location needs its own license.

What does it cost to operate without a license?

The DCWP penalty schedule (6 RCNY 6-90) sets $750 per day for a first violation of Admin. Code 20-566.1, $900 per day for a second and $1,000 per day after that. Advertising as a self-storage facility without a license is a separate violation starting at $750.
