What do I need to do before November 1, 2026?

Check that you hold a DCWP license for each NYC location. Then get your papers ready: a schedule of rates that each new customer signs before the occupancy agreement, a master schedule of rates posted on your website, a 60-day notice letter for fee increases that tells the customer how to cancel, and billing statements with the required warning that unpaid charges can lead to loss of access and sale of property.

What are the fines if I miss something?

Under the DCWP penalty schedule in 6 RCNY 6-90, most self-storage violations cost $750 for a first violation, $900 for a second and $1,000 for a third or later one within two years, or $1,000 on default. Running without a license is $750 per day for a first violation. A knowing violation can cost $3,500 under Admin. Code 20-703(d), and each provision charged counts separately.

Will DCWP inspect first?

DCWP's FAQ says every licensee first gets a business education visit from its Visiting Inspector Program, with no violations issued during that first visit. After November 1, 2026, violations can lead to a summons and an OATH hearing, where sustained charges bring a civil penalty.
